 Here's what I've found is the case, testing on a B3.

 On the FIRST boot after installing the image, finding other XOs works
 great. I consistently found 5-6, including the ones that were right next
 to me. On boots after that, it rapidly deteriorates, finding only 1-2, and
 eventually none (sometimes even having trouble connecting to the mesh in
 the first place). I tested this four times, in sets of four boots (each
 set starting with a reinstall) and the pattern was pretty clear. After
 EVERY reinstall of the image, XO detection was fine for one boot. (Finding
 activities still doesn't work, though).

 The B2 in general seems to be much worse at finding and displaying XOs for
 whatever reason, but it also seemed to follow the pattern (just slightly
 less noticeably, starting with consistently finding 2-3 XOs and going down
 to none).
