 The issue of graceful degradation in Sugar, in the face of crashing system
 daemons, is explained in #803. We also need to come up with a way to be
 smart about such daemons crashing and restart them, or failing that,
 restart them with a known-good config file. I'll take a crack at
 implementing this. Because we generally know which important daemons we're
 starting at startup, we can be smarter about detecting issues, such as
 e.g. checking heartbeats instead of just seeing if the process is still
 active.

 It should be pointed out that while #803 will be helped by the presence of
 this system, it cannot *depend* on it.
