New description:
When the web activity loads, it should point to a local page, with links
to a variety of portals and local files, rather than to Google
specifically (which has the disadvantage of turning up a resolution error
when one is not online).
Until we have an interface for browsing text, media, and other files on
the laptop, this index can also provide a simple way to access and display
text and media. If the index is automatically generated, say from the
list of files in a specific directory, the default way to load files from
an external drive onto the laptop could be to copy them into that
directory.
