Comment:

 Another similar case experienced is that NM continues to scan while the
 scan command (0x6) timeouts on the driver side, being resend every 10
 seconds. Its impossible to get out of this situation unless the driver is
 reloaded.

 This has been seen in pure infrastructure mode, with 5.110.12.p0 from
 Marvell.
