#910: OS image builds should pull latest stable kernel rpm automatically

Currently, kernels need to be manually pulled in for OS images during
build. It would be nice to automate that. Things that need to happen
 before this can be done:

 - Kernel builds need to be migrated from live and learn to fc6. This has
 been done.

 - We need to select a new 'stable' kernel, and create a branch for that.
Currently, we're using a 2.6.19 kernel for our OS images. Experimental
had 2.6.20 for a while (though now we're on 2.6.21-rc1).

 - A 'stable' branch needs to be created, and 'master' needs to pull in
'experimental'. The 'experimental' branch can then go away.

 - Symlinks pointing to the latest stable and experimental kernel rpms need
to be created (for OS images and for cjb's tinderbox stuff).

 - Finally, the OS image build scripts need to be changed to pull in the
 latest stable.
