Comment:

 It's not quite accurate to say that it jumps to the end.  It's actually
 jumping page by page (12 icons at a time), but when there are less than 2
 full pages it appears as you say.  This was supposed to be indicated by a
 quick sliding animation to visually indicate that the rightmost icon on
 screen, for instance, slid just off the left side after pressing the right
 arrow once.  We didn't have time to get this working for the first
 release, however.

 I think that this clue would clarify the situation a good deal.
