Comment:

 Fixed by svn 758.  The fix will appear in Q2D08 (and in any brown bag
 releases >= q2d07d that may appear).

 The conditions under which the banner now appears are:

 a) Any case in which it already appears - i.e. in non-secure mode.

 b) When the Check button is used to get verbose startup reports

 c) When a security failure forces the firmware to display textual
 information.

 d) When the RTC data is bad.
