 You're right about http://procps.sourceforge.net/faq.html having the info.
 The upstream source does in fact point you there, rather than to
 /usr/share/doc.

 Red Hat patches things out of concern that one might not have an internet
 connection.

 It's all kind of moot if even the man page is missing.
