Comment:

 #3807 has the patch. It's in git and will land in Update.2. Marking as
 fixed because of that.

 It renders the buttons as insensitive, which I think is the behavior
 speced by the design team. This apply to the Tray widget, so to all the
 sides of the frame.

 If for some reason you think it would be better to hide the arrows rather
 than making them insensitive please open a interface-design ticket to
 discuss it.
