Comment:

 Ah ha.  So ... the problem becomes clear.  What's happening is that
 'sugar-jhbuild shell' is actually doing a full login.  Which means it's
 executing .bashrc ... which, on my machine, executes /etc/profile.  Which
 resets PATH and all other sorts of fun stuff.

 I no doubt had a reason to source /etc/profile at some point in the ~8
 year history of my home directory and its .bashrc, but I've completely
 forgotten what that is at this point, so out it goes :)

 Looks like everything's getting set properly now.  Sorry for the noise,
 and thanks for the help; at least now I know where to poke at sugar-
 jhbuild for environment settings.
