 Still further testing:
 1. Boot without USB key.  2. Go to Journal.  3. Plug the USB Key.  4. Note
 that Journal bottom border appears and has two icons:  Journal and USB.
 5. Unplug USB Key.  6. Note that bottom border is unchanged.  7. Plug USB
 Key again.  8. Unplug USB Key.  9. Note that bottom border goes away.  10.
 Plug USB key again.  11. Note that bottom border remains absent.

 From then on, the Journal bottom border never ever returns until a reboot.

 Note that all unpluggings of the USB key are done without moving the
 pointer to the USB Icon and clicking Unload.  This is certainly the action
 a naïve user can be expected to take, especially since user is not apt to
 know to go to the Journal Activity and it's not done automatically for
 him, as far as I can see.
