Comment:

 Looks like I was lying. We are using dbus to communicate with the activity
 there, so it would be possible to ensure the order. Though we'd have to
 wait activity A to answer SetActive before calling it on B, and that's
 fragile.

 I'm not convinced Sugar should try to ensure the order of the two
 notifications. Even if we did, the two activities are running in separate
 processes, so you'd have to ensure they synchronize.
