 Ok the sugar-control-panel sets the timezone, writes the /etc/timezone and
 the /etc/sysconfig/clock. The latter is not present on the system by
 default. If you run the timezone config as root once it will be there.

 sugar-control-panel -s timezone America/Los_Angeles

 I just tried setting the UTC=true in the /etc/sysconfig/clock and it does
 change the output of date. So I guess we can add this. (One liner).
