 I definitely see the packets arriving, and tcpdump says they have a
 correct checksum. But then again, tcpdump on the sending host says the
 same -- just as tcpdump on another receiving host does when I send these
 packets there. I'm unconvinced that nmap is actually sending them with
 incorrect checksums as I requested.

 OTOH, I know a way to cause packets with bad checksums -- you just restore
 the stupid NETIF_F_DYNALLOC thing I fixed a little while ago
 (http://git.infradead.org/?p=libertas-2.6.git;a=commitdiff;h=0d5d614c).
 Then the libertas itself will send IPv6 packets with bad checksums all the
 time. Will play with that; thanks for the idea.
