Comment (by Eben):

 A comment on ticket #2951 suggests always starting activities privately by
 default, but allowing them to be explicitly created in other scopes via
 the secondary menus.  I think this is the right way to go, since it offers
 convenience for those that need it, but remains predictable for the naive.

 As such, this ticket remains relevant but might have a slightly different
 form.  For instance, we could have several actions listed within the
 secondary rollover:

  - Start privately
  - Start with group >
  - Start with neighborhood

 When participating in a shared activity, one of the options under "group"
 would be "current activity participants", allowing a group of people who
 met via chat to start drawing together, for instance.
