 We have planned to create activities in the scope of the view they are
 started from.  Thus, an activity created from Home would be private; one
 created from the Neighborhood would be public, etc.  Of course, this
 depends on getting some notion of groups working, so that we can also
 create an activity with a group scope, or create one having the scope of
 the currently focused activity.

 The visual design for this is discussed in #2948.  I'm open to arguments
 that this is a bad idea in general, anyway, since it makes the action
 contextual.  The fallback is to create all activities privately, forcing
 them to be explicitly shared or expanded via invitations.

 Thoughts? (I only triage this as trial-3 so we can decide if we're going
 this direction at all, up front.  We can push back on implementation as
 necessary if we choose to implement it.)
