#2929: Popup menus are not sized correctly

There seem to be 3 separate heights for the popup menus, ranging from 45px
(can't find an example anymore, but I though the Journal used to be
correct) to ~65px (Journal, activity toolbars, write) to 75px (memorize).
Every standard control with this rounded form should have a height of
45px, with the corners rounded by 22.5px so that the ends are semicircles.
(Exception: default buttons are 45px high, regular buttons are actually
slightly smaller.) I'm not sure why there seem to be a number of different
treatments for this control at the moment.

Let's try first to get something consistent (I assume the 65px one is the
"real" one, since it's most ubiquitous), and then let's make sure these
(and other controls) match this sizing specification so the UI looks a
 little more self-consistent.
