 For consistency we want to provide a sufficient set of icons that
 developers can use for various common purposes.  Many of these will be for
 buttons, and some of these buttons will have custom pressed/inactive
 states.  An API for specifying these states is requested in #2842, but we
 need to come up with a spec (be it code or guideline) for naming/accessing
 the system icons with various states.
