#2318: Changing the "Open" functionality of CTRL-O shortcut

Changes (by Eben):
* component: write-activity (abiword) => sugar
Comment:
I'm not certain this belongs to Abiword. My suggestion is that we can
intercept the ctrl-O shortcut at the Sugar level, automatically doing the
appropriate thing based on the currently active activity and context. We
always know what activity is active, and we can easily focus the Journal
from Sugar, and apply a filter based upon the activities identifier. We
shouldn't need any crazy key mappings from the activities at all.
Supporting a generic solution will make it easier for developers and
ensure consistency for this behavior which can be confusing in our model.
