 I'm not sure I understand the use case here.  I don't think it will
 necessarily be as simple as this, since these various levels will often be
 interlinked.  Also, we definitely intend to support local hard caches so
 that a child can view a page they loaded at school (from the internet)
 later from home (where they might not have connectivity).  How would we
 badge that?  We currently have a design which places an alert bar at the
 top of the page, informing them that the page was loaded "n hours ago" so
 they know it's not live, with the option to attempt to reload it.

 But I don't see badging these levels as an essential feature, and
 especially not for trial 3, but perhaps I'm missing some key use cases.
 Can I get some more feedback on the intent of the design?
