 I think joining/leaving and the active state are quite different at the
 presence service level. You can be participating to several activities
 (because you joined them) but only one of them is active at a given time.

 That aside, I probably see your point. When quitting an activity having
 the last used activity become the active activity might be confusing.
 Though in your logic which activity is active after steps 5, 7, 9, 10?
 None?
