 OK, but what about:
  1. You run sugar and join a shared Write activity.
  2. You switch back to the Home zoom level
  3. You open a Browse activity and browse for a while
  4. You receive an invitation to join a shared Connect activity
  5. You quit the Browse activity
  6. You join the shared Connect activity
  7. You play Connect and then quit the shared Connect activity
  8. You start a new Browse activity and browse for a while
  9. You quit the Browse activity
  10. You start another Connect activity, share it, play a game with a
 friend, and quit
  11. You start another Connect activity, play against a different friend,
 and quit
  12. You rejoin the shared Write activity

 If we only have a single "active" activity state corresponding to the
 topmost non-shell window, then according to the presence service (and
 therefore the mesh view, etc), you would have rejoined and then left the
 Write activity four times (after steps 5, 7, 9, 10) before you actually
 rejoined it for real in step 12. Whereas if we have separate "active" and
 "topmost" states, then it would show you leaving the Write activity in
 step 3, and not rejoining it until step 12.
