Comment:

 There is no way for a third party (ie, the shell) to tell matchbox to map
 a new window anywhere other than the top of the stack. (The activity
 itself *can* request this [by setting _NET_WM_USER_TIME to 0 on the
 window] but we can't force non-sugar-based activities [like Etoys] to do
 that.)

 Some possibilities:
  * Have sugar set _NET_WM_USER_TIME=0 on sugar-created activity windows,
 document the fact that non-sugar-based activities should do this too (and
 suffer when they don't).
  * Add functionality to matchbox; this feature seems like something they
 might be interested in upstream
  * ?
