Comment:

 Re-opening. The startup portion is #1328, but the shutdown design is
 separate.  I would suggest that  a sugar hacker implement the 'fade to
 inactive' portion, then freeze the dcon and invoke normal shutdown.

 Reassigning to jg, so that he can pick an appropriate sugar hacker.
