 User space is *not* required to make such a call.  The normal v4l2 policy
 is not to mess with hardware settings between applications, so the clock
 frequency is not changed until somebody explicitly asks for it.

 Now, the word from OmniVision is that the sensor must be tickled by
 writing to that register after every format change.  The patch I sent
 around does that, probably about as well as can be done.  Hopefully it
 will resolve the problem.
