#1356: EC hangs and hisses after burning new SPI flash image

There's a command that's supposed to reboot the EC (I hear from Mitch),
but it doesn't work.
I've seen several reports of the laptop going into a mode after a firmware
upgrade, in which the power and battery LEDs are on, and the speakers are
making a high pitched hiss. It almost sounds like a capacitor about to
emit the magic blue smoke.
I just upgraded from q2c01 to q2c08 with an autoinstall key, and my B2 got
into this mode. Two new bits of information: the hissing noise is
definitely coming from the speakers. And it stops when you unplug AC
power. (And resumes when you plug AC back in again.)
The speakers still hiss very slightly (more in the right speaker) when
running on battery in this mode. But the difference is very obvious when
you plug in AC. The slight hiss on battery corresponds to the hiss that's
always there (after the "udev" stage of booting) when the speaker volume
isn't turned way down in B2's.
