 It really makes no sense to disable wireless on boot.  The "mesh" will be
 _always_ on, and if you are in range of an infrastructure access point,
 the system may automatically connect to it.  There should ideally be a way
 to disable/enable wireless on request, but wireless definitely should
 _not_ be disabled on boot, otherwise the laptop is pretty much useless
 from a collaboration perspective.  Having to enable wireless every single
 time you boot up would be completely broken...

 The current behavior is correct.  What _is_ missing is some toggle for
 enable/disable wireless.
