It shouldn't be complex at all.  The best way to start would be to copy the
list and phoneme files for a similar language that already exists.  For
example, if you wanted to do Ukranian, you would simply copy the files from
Slovak, and change the characters from latin to Cyrilic and then when
something didn't sound right, fiddle with it till it did.  This won't
require any technical experience, just a good understanding of Phonetics.
