[Toronto-dev] What is the best way to get support for this project?

I am a graduate student at Queen's University in Ontario, Canada.
I am interested in applying for a Community Leaders Program out of Queen's http://quic.queensu.ca/outgoing/communityleadership.asp which provides funding for international projects to communities with a demonstrated need. I am a native of El Salvador and would like to bring the one laptop per child program to the country (big goal). I propose to begin, on a smaller scale, in one community in order to get support from other non-profit organizations, private sponsorship and ideally the Ministry of Education. 
My application deadline for the program is February 2012. Right now, I am gathering the support from agencies, faculty, community groups etc. that I need in order to be successful in receiving funding.
Please let me know what the best way is to access the laptops. Would it be through the Contributors program?
