Turtle Blocks, help toolbar is broken (Walter knows)

Sometimes in OS880 and 883, when Activities start, the frame shows the pulsing icon for the activity (like it failed to start) and also a circle (like you started something from Terminal)

Has been seen for Turtle Art and Log. Unable to reproduce it now. Has anybody seen this? Is there a ticket for it?
