[Testing] What's the nature of this list?

Is it intended to be an open list or a closed list?

Let's say, for instance, that I wanted to recruit a ton of newbie activity 
testers, and then point them to a mailing list where they could go if they 
have questions.

(a) Is this the right list?

(b) If it is, how do people join it?

(c) If it's not, how do we create a new list that is appropriate for that 
purpose?
