[sugar] related to #7856 and other Measure Activity Bugs

I have attached a patch to the ticket.

However the bug of the grey screen does not seem to be effected by this. 
    From my testing it is gone with the switch from measure-18 to 
measure-19. This is tested on 757 and 2385.
