[sugar] hot corners

Hi,

since the hot corner issue has seen a lot of discussions [1], [2], [3] 
etc I thought we might want to tackle it.

One option that came up was to delay the popup and another one was to 
disable the bottom corners completely. The former I have addressed with 
the attached patch. The popup gets delayed by the given timeout and if 
set to -1 the hot corners invocation is not used at all.

If we agree that this is the way we want to go i can easily add this as 
an option to the controlpanel, the cmd one and the upcoming graphical 
one as well.
