[sugar] String freeze exception request: licensing info in about dialog

Hi,

At http://dev.laptop.org/ticket/6929 we have implemented licensing info
and a GPL-viewer in the "About XO" dialog.

I'd like to put this in 8.2 but need a string freeze exception. The 2nd
commit (c3e7afb) adds a handful of strings.
