[sugar] Pepper+Sugar

We thought it would be interesting to apply some of the Sugar UI  
guidelines to the Pepper environment and make it available as an  
alternative to the current Sugar environment. It's kind of a "Pepper 
+Sugar" user experience for the XO laptop.
