[sugar] A place to point new developers

Since the Developer Images page really wasn't the right place to point 
new developers, I've moved the non-image related stuff to its own page, 
as well as collecting other pointers to resources.  The intention here 
is to have a URL to which to direct new software developers which gives 
them enough of an overview to start development.

Eventually I want it to get close to a "Developer's Handbook", but it's 
nowhere near that complete yet.
