Good, that means it is not a system or network problem.

There was no change to XSCE git that I can see that should have caused
this.

The django-sendfile git repository changed 14 days ago with the
release of v0.3.5 and v0.3.6.  This should not have affected the
download of the existing v0.3.0 release, and when I download that
release using the link that pip uses, the modify date is correctly in
2012.

I suggest retesting the wget in the virtualenv.  Perhaps the
virtualenv infrastructure has changed.
