[Server-devel] Initial port of idmgr to Debian

Hi Bernie,

good plans. I agree in making it follow Debian & Fedora guidelines.

I am not very fond of actually having it included in upstream repos.
At least not for now -- when we our dev schedule isn't in sync with
any distro.
