Not the first time you ask that question -- not the first time I answer ;-)

 - If you've delegated to other course creators, you have to lose
_all_ the CC-blessed XOs for this to be a problem.

 - A technician with root access can edit /etc/moodle/coursecreators
and add various SNs there.
