Tim,
Both my httpd.conf and httpd-xs.conf files have the line

	Include conf.d/*.conf

To me that means that all files ending with .conf in the conf.d directory should be included.

Any ideas what is going on? How can I see if the xs-library-public.conf file is being included or not?

It puts library on a separate volume with most of the disk there, so you will run out of space in /var/www/html fairly quickly.
