Nah. /etc/yum.conf belongs to the yum package, as you mentioned.
xs-config made a mess of it, and now xs-config restores sanity. This
seems to be the One True Way.

I'm spinning a new iso with the xs-config fixes plus moodle-xs fixes
-- but it's late and I'll go home now. Tomorrow will be another day,
another iso. You can always grab the latest from the yum repo :-)
