Could I suggest having a look at webmin (http://www.webmin.com/) as a
great open-source administration tool that already has support for
most common administrative tasks?  It is web based (thus its name) so
doesn't violate the "headless server" design, but is pretty user
friendly.

It is already internationalized to some extent (see
http://www.webmin.com/lang.html)

It is written in Perl, which I know is anathema in olpc circles, but
someone has an ongoing project to implement the API in Python.  My
personal view is that when you find a well-tested and widely deployed
component that mostly "just works", don't reinvent the wheel, but that
is coming from someone who has to persuade customers to pay for any
rewriting that needs to be done.
