For the Library Servers, here is an example of using "Ultra Monkey" for a 
load-balanced clustered Apache system:

Basically, there are two "load balancers" and they share a Virtual IP 
address (VIPA), so that all of Nepal goes to this virtual IP, and it 
will get picked up by either load balancer.  Then the load balancer sends 
the data to one or the other of the two Library Servers.

The advantage is that you can lose either of the load balancers, and 
either of the Library servers, and still have a running system.

BTW, this is how all the major websites (CNN.com, etc.) do it, except they 
have perhaps 20 "Library Servers" sharing the load.
