[OLPC Security] Dbus/Rainbow problems in build 616

I'm running build 616 under Qemu, and it looks to me like Rainbow isn't
working.

I did a touch /etc/olpc-security, and rebooted.   After that, I can't
launch any new activities and there's traffic in the
  Shell Log indicating that Dbus is having a problem:

DbusException: org.freedesktop.DBus.Error.ServiceUnknown: The name
org.laptop.security.Rainbow was not provided by any .service files.
