[OLPC Security] Resource limiting

I got resource limiting working a few minutes ago.  I can have the
application bundle control:

RLIMIT_AS
RLIMIT_NOFILE
RLIMIT_FSIZE
RLIMIT_NPROC

Web.Activity requires surprisingly-high limits for these to be reliable!
