Dunno what source your understanding comes from but its incorrect.

The power input on the XO is protected to -30V to +40V. Any voltage 
inside that range will not cause any problems.  The power supply won't 
function but it won't cause damage.  Voltages outside that range will 
begin the override the protection circuitry.  Eventually you hit 
breaking point and you will pop the fuse.
