[Openec] License change GPLv2(or later) to GPLv2(or later) with LE for the XO

Hi,

the GPL license for the OpenEC project now contains a
linkage exception for the XO of the One Laptop per Child project.
(One Laptop per Child, P.O. Box 425087, Cambridge, MA 02142, USA)

A little background: Up to now the OpenEC code could not
be used by OLPC because the (nonfree) EC code in the XO
today contains significant proprietary parts which would
not compatible with the GPL.

As a consequence the OpenEC project had seen no source code
commits for more than 17 months and its future didn't look
very exciting either.

The intent of this exception now is to allow the code
being used as part of the embedded controller software
f.e. in the XO 1.5. My hope is that the proprietary chunks
of the code can be successively reduced so that in the
long run there can be a GPL only EC software.
Without the exception evidently this was not going to happen.
