[Olpc-sysadmin] vig wiki

Moving the content someplace else would be fine.  vig.laptop.org, however,
was designated between 05 and 12 May 2009 to be a testbed for wiki
development, and currently we also have testwiki.laptop.org so we can test
machine/database migration.  Once the migration is complete, we could test
extensions and services with a single VM and create new ones as needed.

The Teamwiki tech namespace has restricted access so would restrict
Volunteer Infrastructure Group collaboration (in fact, I don't have access).

We could probably live with private and secure content in the tech namespace
and the general content like meeting notes and general documentation
elsewhere.
