I did the upgrade for the main Sugar Labs wiki.

I also made co.sugarlabs.org's wiki symlink the main wiki so we don't
have to upgrade it independently.  There clearly wasn't a real
maintenance issue today, but we're hoping for the number of these
Local Labs to grow in the future.
