[Sur] OutReachy

[Walter Bender]

By a vote of 4 yes and 3 votes still be cast, the Sugar Labs oversight
board agreed to participate in Outreachy 14 [1]. We will be providing one
internship with the goal of possibility expanding in the future (I am
looking into a source of funds for that expansion.)

Thanks for everyone who encouraged us to participate.
